Make sure that network neutrality is ensured so that small companies can innovate with new applications.

Stimulate more standardization in IT
It's hard for "small" enterprises to choose between IT suppliers. One thing that would make it more easily is for example an standardization of quality levels in IT. ( now you have hundreds of associations, ISO quality label, "Prefered partner", certificates, ... )
Most "small" enterprises only rely on people/IT firms they trust. They'll overlook the firms that maybe are more suitable for them. If there was more objective information about IT suppliers their reputation / quality level, enterprises will be more confident to chose the most suitable IT partner for their projects.

In order to be a leading ICT-region we need more skilled people!
Lack of educated people in the ICT-sector will be a problem in the future if we want to grow in this region, we therefore must encurage more people to study engineering!

Liberalise the market of telephony and wireless data traffic.
Europe has already taken a lot of measures against the monopolies of telecom gigants.
Unfortunately, the desired outcome, the liberalisation of the market is not (yet) reached. The former monopolists still have a lot of power.
This suppresses competitive pricing and industry's adoption to new technologies like internet over the mobile network.
With this barrier removed, firms will get more "oxygen" and possibilities.
